Zemo rebranded the Masters of Evil as heroes

Baron Zemo, a longtime foe of the Avengers, devised a master plan to seize power. He recruited his former Masters of Evil comrades Beetle, Fixer, Goliath, Moonstone and Screaming Mimi. Together they rebranded themselves as heroes, creating a new team to gain the public's trust.

Jolt believed the deception

The group even took on a fresh face: young hero Jolt, who believed their deception and inspired some of the team members to rethink their villainy. The Thunderbolts quickly gained fame and admiration, but Zemo always intended to betray the world.
