Shredder is legitimately scary. He held off all four turtles simultaneously, and those turtles are big, fast, and well-trained. He ragdolls them around like they weigh nothing. His blade suit covers every angle, and his armor is built for exactly this kind of multi-opponent fight. On top of that, he is honestly a really skilled fighter with elite martial arts. This is a version of Shredder who genuinely felt like an apex threat in the movie he appeared in.

In a Straight Hand to Hand Fight, Shredder Could Win

Taken purely as a martial arts contest, I think Shredder could win. His fighting ability is elite, and everything about the way he moves and handles multiple opponents at once suggests someone who is dangerous in any hand to hand exchange.
